Implementing Climate Change Plans in Tribal Communities

Roben Itchoak

Master of Community and Regional Planning,  June 2017

Abstract

Climate change in Indigenous communities threatens Native peoples’ existence (Norton-Smith, 2016). Failure to incorporate Tribal values and goals that are unique to Tribal worldviews is contributing to barriers for implementing tribal climate change adaptation plans. Through content analysis of six tribal plans, two in the Pacific Northwest and four in Northwest Alaska, interviews with planning participants, and a literature review, I found Indigenous worldviews are not always considered or incorporated into climate change adaptation plans.

The result is the development of plans that do not reflect or properly address community needs and values, which affects implementation and perpetuates the oppression of indigenous people.
