"Overcoming the Barriers to Micro-Housing"

Emily Brown
Master of Community and Regional Planning, June 2016

Abstract
Tiny homes have emerged as one solution to an affordable housing crisis that has left people suffering from cost burden and homelessness. This non-conventional housing option offers affordability, mobility, and sustainability. Additionally, communities of tiny homes, called micro-villages, can provide supportive transitional housing for people experiencing homelessness. Unfortunately, barriers like political opposition and land use challenges stagnate the spread of tiny homes but advocates are finding strategies to overcome these challenges. This study identifies the primary barriers to tiny homes and micro-villages and describes innovative strategies that allow people to surpass them. Through interviews and site visits I collected the stories of tiny house residents and advocates in communities across the United States to learn how this unique type of housing can be more widely implemented. In sum, existing in a legal grey area complicates tiny house living while NIMBYism is often the most significant barrier to micro-villages. Individuals, communities and local governments all have a role to play in helping tiny homes and micro-villages overcome these barriers: local governments can change zoning and code requirements, and communities can work locally to combat the stigma associated with homelessness.
